Canon 78 The deaf and blind are not made bishops

But if he is deaf and blind, let him not become a bishop; not as being defiled, but so that ecclesiastical affairs may not be hindered.
Κωφὸς δὲ ὤν, καὶ τυφλός, μὴ γινέσθω ἐπίσκοπος· οὐχ ὡς μεμιασμένος, ἀλλ᾿ ἵνα μὴ τὰ ἐκκλησιαστικὰ παρεμποδίζοιτο.
