Canon 21 Accusers of clergy must first have their repute examined

Clerics or laymen who accuse bishops or clerics are not to be admitted to accusation simply and without examination, unless their repute has first been examined.
Κληρικούς, ἢ λαϊκούς, κατηγοροῦντας ἐπισκόπων, ἢ κληρικῶν, ἁπλῶς καὶ ἀδοκιμάστως μὴ προσδέχεσθαι εἰς κατηγορίαν, εἰ μὴ πρότερον ἐξετασθείη αὐτῶν ἡ ὑπόληψις.
